On May 8, 2019, Zhejiang Provincial People's Government and the Chinese Academy of Sciences signed a medical cooperation framework agreement. They are to co-build the Institute of Cancer and Basic Medicine (ICBM), Chinese Academy of Sciences, relying on Zhejiang Cancer Hospital.

It is the first professional research institution of the Chinese Academy of Sciences with the main research direction of oncology medicine, and the first national life health research institution introduced by Zhejiang Province. 

The national-level cancer and basic medical research institute will be build up with at least 200 researchers in five years , and make breakthroughs in key areas such as cancer prevention, drug development and transformation. 

According to the agreement, the People's Government of Zhejiang Province will focus on ensuring the organization, preparation, construction and operation of the ICBM. The Chinese Academy of Sciences will gather research resources related to oncology and basic medicine, and station or assist in recruiting outstanding medical and scientific research experts to work in Zhejiang. Priority is given to recruit graduate students in Zhejiang, gradually reaching the scale of 200 doctors and 300 masters; the scientific research achievements in basic research related to cancer is also given priority to be transformed and industrialized. The Chinese Academy of Sciences will also support in the promotion of upgrading in biomedicine, high-level manufacturing and life health industry in Zhejiang Province, and continuously promote scientific and technological cooperation to a broader field and a higher level.
